Help

The incumbent will perform a combination of routine, multiple, and varying assignments under the general direction of a manager. Act as an individual contributor and/or member or a team for projects/programs with a defined area of responsibility. Apply experience and detailed knowledge of assignments to plan and accomplish assignments. Assignments may also include: collecting and analyzing data/information: conducting research: applying, policies and procedures: identifying problems, and working with higher level and lower level professionals in day-to-day operations.

The incumbent will support the FAA Logistics Center by inputting and maintaining data within custom designed financial and operational databases used to manage projects. Use data to provide reports of Group operational and business goals. Support development of the Group's business plan. Analyze deviations in data from planned business results for root causes. Develop information as requested for managers to plan business operations.

Analyzes reports to ensure distribution, consolidation of comments and required follow-up action. Assures external and internally generated actions are assigned and properly logged. Provides coordination and action follow-up among management.

Applies experience and detailed knowledge applicable to interpretation and implementation of policies, procedures and requirements governing one or more of the following programs: program planning, cost control and budget formulation/execution, delegation of authority, staffing utilization, etc. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower level professionals in day-to-day operations. Researches, reviews and analyzes management and program directives and instructions from higher level offices concerning project management systems (planning, execution, evaluation and analysis, and reporting requirements) for consistency, reporting requirements and background information.

Coordinate the efforts of functional specialists to identify specific requirements for inclusion in schedules. Adjust plans and schedules to meet Group requirements for budget, performance, and time. Develop international reports to support management decisions and analysis.

Maintains, and implements databases to measure the effectiveness and or efficiency of FAA Logistics Center financial and operational program goals and objectives in order to provide optimum customer support.

Produces computer generated reports that include charts, graphs, and other types of supporting documentation as well as communicating these items to management and informal groups , both in person and telephonically.

Demonstrates some independence in planning time and using assigned resources to accomplish tasks or projects.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager s and the other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. May have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customer's situations.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, team manager or more experienced professional.

Qualifications

TO QUALIFY AT THE FV-G (FG/GS 10/11) level, you must demonstrate in your application you possess at least one year of Specialized Experience equivalent to FV-F (FG/GS 5-9) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized Experienceincludes experience analyzing deviations in data from planned business results for root causes; applying policies, procedures and requirements for program planning, cost control and budget formulation/execution, delegation of authority, staffing utilization, etc.; Maintaining, and implementing databases to measure the effectiveness.

OR

Education Substitution: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

OR

Combination education and experience may be qualifying for this position. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/sec-iv/a/gs-admin.asp for more information.

AND

Quality Ranking Factor (QRF): A Well Qualified candidate will demonstrate experience of logistics concepts and elements, e.g., life cycle management, maintenance, repair and overhaul operations, supply chain management within their resume.
